Amplified sound and temporary-structure NOCs route through the Delhi Police Licensing Branch, with ground permission from MCD, NDMC or DDA depending on whose land it is, and a Delhi Fire Service NOC for any pandal or raised structure. DPCC applies the noise rules and the 10pm loudspeaker cut-off.
