Puducherry Municipality and the Union Territory's Public Works Department for permissions on public land, Puducherry Police for the assembly and loudspeaker licence, and the UT noise rules with the 10 pm outdoor amplified-sound limit. Boulevard Town carries heritage controls influenced by INTACH's listing work that restrict façade fixings, signage and anything bolted to a protected building. Seafront events at the Promenade and Rock Beach add CRZ consideration. The trap worth repeating is jurisdictional: several popular properties lie across the canal in Villupuram district, Tamil Nadu, which changes the authority, the noise regime and the excise position entirely.
Load-in & access
Projector towers, ballast and enclosures have to be placed on a precise viewing axis that is often a road or a public plaza, so access and closures drive the build plan. Chennai at 160 km and 3–3.5 hours on the ECR is the supply line, and essentially all heavy gear trucks down from there with no night restriction on the highway. The last 500 metres is the problem: White Town's French-era grid of narrow one-way streets takes a 14-ft tempo at most, the Promenade's bollards force a hand-carry, and the evening road closure on the beach stretch means the load-in is either before 5 pm or after midnight.
Season & booking
Bastille Day on 14 July and the Franco-Tamil cultural programme give the town an event calendar no other Indian city has. Masi Magam in Feb–Mar brings the coastal temple sea-bathing festival onto the beach stretch. The Villianur Car Festival, Auroville's anniversary on 28 February and its 15 August observance, Pongal, and the Christmas–New Year weekend when every heritage room in town is sold out complete the year. On site, the work is warping, blending and masking. Each projector's output is warped onto the surface geometry using a media server — disguise, Pixera or Watchout — with overlap regions of 10 to 20 per cent soft-edge blended so no seam is visible. Masks cut the beam off windows, balconies and anything that must stay dark. Alignment is done at night with the actual content and takes hours, not minutes, and it must be re-checked if a projector is bumped or a tower settles. We lock projector positions with ballasted towers and mark every position so a knocked unit can be returned to alignment rather than re-mapped.
