Three distinct hazards. Jun–Sep brings Himalayan foothill rain of 2,500 mm-plus with the Mahananda and Teesta running high and Sevoke Road waterlogging. Nov–Jan brings dense Dooars fog that closes Bagdogra for hours and destroys any projection or aerial plan. Worst for a build is Apr–May, when Kalbaishakhi squall lines arrive off the plains with twenty minutes' warning and 60–70 km/h gusts — the single biggest cause of collapsed outdoor structures in north Bengal. Jun–Sep monsoon with its landslide closures on the hill routes; and Apr–May squall season for any outdoor build without a wind plan.
Power & backup
WBSEDCL supply has frequent short interruptions and noticeable voltage swing through the wholesale and Sevoke Road belt, so DG with automatic voltage regulation is standard and a stabiliser ahead of LED processors is sensible. Tea-garden and Dooars-edge venues are entirely generator-fed, with fuel carried in because the estate roads make a mid-show bowser run unrealistic.
Permits & noise rules
Siliguri Municipal Corporation for the licence and temporary-structure permission, the Siliguri Police Commissionerate for the public-performance and loudspeaker licence, and West Bengal Pollution Control Board noise rules with the 10 pm outdoor limit — Bengal's enforcement spikes around Kali Puja and Diwali, when the sound-box crackdown is active and genuine. Bagdogra is a civil enclave on an Air Force base 13 km out, which effectively closes drone operations. International-border proximity means the district administration expects intimation for any large gathering.
Load-in & access
Siliguri is unusually easy to supply for its size because NJP railhead and Bagdogra air cargo both work — Kolkata is 560 km and 11–12 hours, so heavy LED and truss generally rail or fly rather than drive. Onward hill work is the hard part: NH-10 along the Teesta towards Kalimpong and Gangtok has landslide closures and a practical vehicle-length limit, and the Darjeeling road needs small trucks and tempo travellers only. Plan a transfer at Siliguri rather than a through-run.
Local expectations
A genuinely mixed market — Marwari weddings run a long multi-day sequence with sangeet at full volume, Bengali weddings keep the shehnai, conch and uludhwani in acoustic space, and both expect the curfew honoured because Bengal police act on it. Pandal work answers to a puja committee, so the plan is presented to a room. Bengali and Hindi announcements with Nepali recognised in the hill-adjacent crowd.
