Meerut Nagar Nigam for the licence and temporary-structure permission, the district police and SSP office for the loudspeaker and assembly permission, and UPPCB noise rules with the 10 pm outdoor cut-off that the Allahabad High Court has pressed UP police to enforce. Meerut Cantonment Board is a separate authority with its own rules for anything inside cantonment limits, which catches planners out. There is no commercial airport, but Hindon Air Force Station 45 km away and the cantonment's own aviation presence make drone clearances slow and frequently refused.
