Helipad Exhibition Centre — Bare ground opposite Mahatma Mandir on which everything is temporary — power, water, flooring and air-conditioning all come in from scratch, which is why expo builds here start weeks out and the civil programme matters as much as the AV one. Weather & season

Gandhinagar's gridded, tree-lined sectors sit on an open Sabarmati-side plain where Apr–Jun runs 42–44°C with a hot westerly and the fine Gujarat dust that gets into every fan filter within a day. The Jun–Sep monsoon is short but intense with the Sabarmati in spate. Dec–Jan is dry and pleasant at 10–28°C, which is precisely why Vibrant Gujarat and almost every government summit sits in January. Apr–Jun heat, which turns an outdoor build into a cooling-load problem; Jul–Sep monsoon for anything on the Helipad ground.

Power & backup

Among the most reliable urban supply anywhere in India — Gujarat's grid and the local distribution rarely drop, and Mahatma Mandir has substation-grade capacity. DG here is genuine N+1 redundancy for broadcast and VIP shows rather than the primary source, which changes the budget conversation materially against most tier-2 cities.

Permits & noise rules

Gandhinagar Municipal Corporation and the urban development authority for the civic file, the district SP for assembly and loudspeaker permission, and GPCB noise rules with the 10 pm outdoor limit. For anything at Mahatma Mandir or the Helipad the binding layer is state protocol: General Administration Department clearance, SPG or NSG advance where the Prime Minister or President attends, pre-vetted and police-verified crew lists, and sealed-venue timelines in which the rig goes in days early and nobody touches it afterwards. Gujarat's prohibition applies, so there is no bar programme. Ahmedabad airport is 20 km, putting much of the city in a controlled zone, and VIP movement triggers temporary no-fly orders at short notice.

Load-in & access

Ahmedabad is 25 km and 40 minutes, and all heavy gear, labour and trucking realistically comes from the Narol and Changodar yards. The sector grid has wide roads and no truck ban, and both Mahatma Mandir and the Helipad take a 40-ft container to the build position, which is rare at this tier. The real variable is security staging — during a summit, vehicle passes, sniffer checks and a single screened gate can turn a two-hour unload into eight, so the schedule has to assume it.

Local expectations

Government protocol drives everything — seating hierarchy, the lamp-lighting and ribbon beats, accurate name boards for ministers and secretaries, Gujarati-first-then-English scripting, and a strong preference for lectern-and-podium formality over a loose stage. Dry-state events start and finish early. Garba needs an even low-level field across a circular floor, not a front-facing PA, and the sector plots each run their own committee.
