Gandhi Maidan — Every element is temporary: all power generated, delay towers distributed across the ground because a stage-centred PA cannot carry 400m, and the stage structure itself signed off by the district administration before anything is built. Hotel Maurya — The city's long-established banqueting address, with a constrained service approach in a congested central location, so trucks are unloaded in sequence overnight rather than parked. Shri Krishna Memorial Hall — A government auditorium with fixed seating, modest house infrastructure and departmental approvals, so a visiting rig brings its own power distribution as a matter of course. Bihar Museum auditorium — A newer, well-specified space with institutional rules on load-in routes and protection of the building's finishes, which rules out the usual trolley-and-tape approach.
Weather & season
Beside the Ganga on the flood plain, Patna combines heat with humidity in a way that is harder on amplifier racks than dry 45°C elsewhere — May and June exceed 43°C with high moisture, so forced-air cooling and headroom in reserve are both required. Winter brings thick, persistent river fog through December and January that kills projection throw and makes an overnight truck arrival from Delhi unreliable enough to need a day of margin. Jun–Sep monsoon with genuine Ganga flood risk in the diara and the low-lying wards; Dec–Jan fog for any design that depends on projection.
Power & backup
Bihar's grid has improved substantially over the past decade, but Patna still sees voltage fluctuation and short interruptions, so DG is not the backup here — it is the primary design assumption, typically a synchronised pair with automatic changeover holding everything show-critical. BSPCB acoustic enclosure rules apply and silent sets are expected along the residential stretches of Boring Road and Bailey Road.
Permits & noise rules
Permission for a large gathering at Gandhi Maidan comes from the District Magistrate's office rather than the municipal body, which is a different and slower route than most cities and is the single most common planning error outsiders make here. Patna Municipal Corporation handles ground and structure permission elsewhere, the Patna Police license loudspeakers, and BSPCB applies the noise standards with the 10pm cut. Jay Prakash Narayan Airport sits unusually close to the centre with a short runway and a difficult approach, so the drone restriction over central Patna is wide and firmly policed.
Load-in & access
Trucks reach Patna on NH-19 and NH-31, and the Mahatma Gandhi Setu over the Ganga has long been a bottleneck, so arrival times are planned with delay assumed rather than hoped against. Inside the city, Ashok Rajpath and the old quarter towards Patna City are narrow and congested with small vehicles only. Gandhi Maidan itself admits vehicles through designated gates only, on administration approval, which sets the whole build sequence.
Local expectations
Public and political events dominate and they are judged on one thing: whether the speech is clearly intelligible 300 metres back. That makes a distributed delay-tower design, time-aligned and level-matched, worth more than any lighting investment. Bhojpuri and Maithili performers draw very large crowds with high SPL expectations, and weddings run long, multi-day and extended-family-scaled with a baraat procession that needs its own mobile power and PA.
