The ghats add a constraint no other city has: there is nowhere to site a generator at ghat level, so power is cabled from the nearest road-level point in a long protected run, and that single fact shapes the entire electrical design, the cable inventory and the crew number before anything else is decided. UPPCB acoustic norms apply.
Permits & noise rules
After-parties sit squarely against the local noise curfew, and late-night licensing is usually what decides whether the set ends at midnight or at two. Varanasi Nagar Nigam handles ground and structure permission and the Police Commissionerate licenses loudspeakers and gatherings, with UPPCB's standards and the 10pm cut applying. Specific to this city, the Ganga Seva Nidhi and the ghat and temple committees hold the consent that actually governs anything at Dashashwamedh, working alongside the district administration — a municipal permission without the committee's agreement achieves nothing. ASI conditions apply at Sarnath and the protected monuments, and drone flying over the ghats and the Vishwanath corridor is restricted on security grounds well beyond the airport's airspace classification.
Load-in & access
Rooftop and poolside builds mean carrying subs up service lifts in a narrow window, so the sub count is often limited by the lift, not the budget. The old city between Godowlia and the ghats is a lattice of lanes under two metres wide where nothing motorised larger than a two-wheeler passes, so a ghat event is staged at Godowlia or Sigra and then portered — the crew number is set by the carry, not by the rig. Rudraksh and the Cantonment hotels have normal truck access, and the Purvanchal Expressway brings Delhi within eleven to twelve hours.
Season & booking
Dev Deepawali on Kartik Purnima in November, when every ghat is lit with lakhs of lamps, commits the city's entire temporary-infrastructure capacity. Mahashivratri fills the Vishwanath corridor, Ganga Mahotsav takes the ghats, and the Ramnagar Ramlila and Nag Nathaiya cycles run for weeks with their own traditional stagecraft and their own expectations about what outside production may change. Peak demand runs Oct–Mar.

Reached from Delhi NCR in eleven to twelve hours on the Purvanchal Expressway, or from Kolkata in about the same; ghat porterage labour is hired locally and is a specific skilled trade here rather than general help. Load-in support covers Lanka, Assi Ghat and the rest of the city.
